Since 1993, with the creation of the Local Development Service and the subsequent establishment of the Area of Local Development and Promotion of Employment in 1999, the Excma. Diputación Provincial de Huelva has worked on the development of Huelva's productive industry, acting as an encouraging body in activities for promoting employment and productive sectors in the province. Among them, the fisheries sector, which besides a long tradition, has a strong influence on Huelva's economy.

In 1999, during the August convocation of the past Initiative on fisheries, Pesca, within the framework of the funds by the Financial Instrument for Fisheries Guidance (FIFG), the Argos project was presented in the Local Development Service, in order to implement a co-operation network between zones depending on fisheries (ZDF), for the economic diversification of the fishing sector, by encouraging inter-regional meetings, the transfer of methodologies and the exchange of experiences, acting as an instrument for searching new development plans in the fishing sector.

During the execution of the project, the following actions have been carried out:

• Transnational contacts with European partners;
• Establishment of the Co-operation Network, both at a transnational and a local level, in each ZDF;
• Data gathering on the fishing sector in each co-operating area and analysis of the present situation.
• Creation of the Web site of the project, as a physical support of the Network;
• Diffusion of results;
• Planning of future actions for the economic diversification of the sector, according to the needs and experiences of the ZDF's.

Therefore, both the Excma. Diputación Provincial de Huelva and the rest of bodies involved, through the actions and results of the Argos project, try to provide the fishing sector with a new environment of information, aid and support, in areas of great fishing tradition, which are vulnerable to the present situation of resources and the policy on fisheries.
